    Graduated from Foreign Languages Department of Tselinograd State Pedagogical Institute
    Joined the diplomatic service in 1980. Held various diplomatic positions in the central apparatus of the Ministry of Foreign Affairs of the USSR and its overseas missions (Pakistan, India)
    1992-94 Director of International Security and Arms Control Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan
    1994-96 Deputy Minister of Foreign Affairs of the Republic of Kazakhstan
    1996-2000 Ambassador of the Republic of Kazakhstan to the United States of America. Concurrently served as Ambassador of the Republic of Kazakhstan to Canada and Mexico.
    2000-2003 Ambassador of the Republic of Kazakhstan to the Republic of Korea
    2003-2006 Ambassador of the Republic of Kazakhstan to Japan
    Since January 2007 Secretary-General of the Shanghai Cooperation Organisation
    Granted the diplomatic rank of Ambassador Extraordinary and Plenipotentiary in 1996
